For travel from the United States to Panama, correct as of August 2026, taken from the official export health certificate. Other countries of origin are checked individually. This is a summary of the main requirements rather than a complete legal overview. Fees, vaccine validity and fitness to travel remain subject to the current requirements of the authorities, veterinarian and airline.
Rabies, and a thirty day wait. Vaccinated from three months of age, and at least thirty days must have passed since the first rabies vaccination. Animals under four months of age cannot enter Panama at all.
More vaccines than most people expect. Dogs also need distemper, parvovirus, leptospirosis and hepatitis. Cats also need panleukopenia, rhinotracheitis and calicivirus. Each recorded with date, manufacturer and lot number.
Parasite treatment before departure. Internal and external, with licensed products, recorded on the certificate.
These are not listed as Panama entry requirements for the US to Panama route. Airline, transit and onward-destination rules may still require additional documents or identification.
No rabies titer test. No blood draw and no waiting months for a laboratory. If somebody has quoted you a titer for Panama, they are describing a different country.
No microchip. Panama does not require one. The United States does, for any dog entering or returning there, so we recommend one anyway.
The rabies wait alone is thirty days. The certificate is only valid for thirty days, so it cannot be issued too early either. Between those two sits the vet appointment and the consulate. Allow for consulate opening hours, public holidays and processing time.
A document error can stop boarding, so the paperwork needs to be checked in sequence.
A vet recorded the wrong breed.
Kareem's previous veterinarian wrote him down as an English Bulldog. He is not one. Confirmed and corrected. He drove from South Carolina to Florida and flew to Panama from there.
USDA documents that came late.
Madeline's paperwork ran into trouble on the US side. It came through, and we handled the clearance and got her and her owner settled in Panama.
Carnival.
Calliope and Cleo's timing collapsed around the public holidays. The documents were sorted in Miami instead, and they flew in cabin with their owner.

Where you are flying from, where to, and roughly when. If you have no date yet, say so, the form does not require one.
